Procument & Disposal Department

The unit has the overall responsibility of procuring all goods, services, works and equipment for the Ministry of Works and Transport.

Key Functions.

  • Manage all procurement activities carried out in the Ministry.
  • Produce the Ministry's annual procurement and disposal plans.
  • Render technical advice and guidance to end users of the preparation of solicitation and other relevant documents.
  • Make submissions to Contracts Committee for approval.
  • Carry out invitation, receipt and guide opening of bids at the Ministry.
  • Consolidate all the procurement needs of the various departments and schedules associated with procurement.
  • Implement decisions of the Contracts Committee.
  • Advise and recommend the appropriate procurement and disposal procedures.

Policy & Planning Department

The department is responsible for coordinating sector plans and policies; and monitoring and evaluating the implementation of the Ministry's policies, plans, programmes and projects; and providing technical support to various Departments during planning, projects and policy formulation process.
The Department is headed by a Commissioner Policy and Planning, and comprised of two Divisions:

  1. Planning, and
  2. Policy Analysis.

The Department has the following objectives;

  1. To initiate, formulate and review and coordinate policies in the infrastructure sector,
  2. To plan, formulate monitor and coordinate plans projects programmes, strategies and investment in the transports.
  3. To maintain a comprehensive and up-to-date database on the sectoral infrastructure.

Internal Audits Department

The Unit is responsible for ensuring that financial transactions within the Ministry conform to the financial regulations as stipulated in the Public Finance and Accountability Act.


Key Functions.

  • Identify potential fraud, omissions and commission areas of risks and put in place measure to safeguard against the risks.
  • Review and appraise the soundness, adequacy, application and efficiency of the financial, accounting and other operating controls to counter potential risks.
  • Ensure compliance with existing financial policies, plans and budgets by management.
  • Verify financial transactions and ensure compliance with the current financial regulations, procedures and practices.
  • Carry out value for money assessment of the on-going projects and programmes in the Ministry.
  • Prepare periodic audit reports and submit to relevant authorities for action.
  • Advise the Management of the Ministry on matters regarding financial accountability.
  • Bring to the attention of the Ministry Management any matters of financial misappropriation and or mismanagement.
