The department is responsible for coordinating sector plans and policies; and monitoring and evaluating the implementation of the Ministry's policies, plans, programmes and projects; and providing technical support to various Departments during planning, projects and policy formulation process.
The Department is headed by a Commissioner Policy and Planning, and comprised of two Divisions:
- Planning, and
- Policy Analysis.
The Department has the following objectives;
- To initiate, formulate and review and coordinate policies in the infrastructure sector,
- To plan, formulate monitor and coordinate plans projects programmes, strategies and investment in the transports.
- To maintain a comprehensive and up-to-date database on the sectoral infrastructure.
Key Functions.
- Coordinate and analyze strategic policy options to guide the Ministry programmes and projects.
- Identify and advise the Ministry on key policy issues that need policy changes.
- Liaise with other Government Ministries and Departments in developing and analyzing cross sectoral policies and issues for guidance in the Ministry.
- Coordinate the preparation of the major policy statements namely: Ministerial Budget Policy Statement and Medium Term Expenditure Framework.
- Monitor and evaluate the implementation and carry out regulatory impact assessments of major policies in the Ministry.
- Carry out strategic planning of the sector.
- Coordinate and monitor works and transport sub sector performances.
- Monitor projects and programmes carried out by public corporations; and
- Collect, process, analyze, interpret, store and disseminate data on all modes of transport for strategic planning.
Key Outputs.
- Strategic policy options to guide the Ministry programmes and projects analyzed and coordinated.
- Ministry's key policy issues that need policy changes identified and advised on.
- Liaison with other Government Ministries and Departments in developing and analyzing cross sectoral policies and issues for guidance in the Ministry done.
- Preparation of the major policy statements namely: Ministerial Budget Policy Statement and Medium Term Expenditure Framework coordinated; and Strategic planning of the sector carried out.
- Regulatory impact assessments of major policies in the Ministry carried out.
- Implementation of major policies in the Ministry monitored and evaluated.
- Performance of works and transport sub sector; coordinated and monitored.
- Data on all modes of transport for strategic planning collected, processed, analyzed, interpreted, stored and disseminated.
(i) Planning
The Unit is responsible for evolving plans on various aspects of transport and works infrastructure and services.
Key Functions
- Formulate and coordinate works and infrastructure and services development strategies, plans, prgrammes and projects.
- Monitor and evaluate implementation of works and transport infrastructure plans, programmes and projects.
- Develop, maintain, analyze and make available comprehensive works and transport infrastructure and services statistical data and information.
- Put in place appropriate strategies and plans for promotion of transport and works infrastructure and services.
- Prepare, develop and coordinate work plans and activities for Urban District and Community Access Roads and Local Governments' bridges and drainage.
- Assist Local Governments road planning effort and to harmonize DUCAR with national plans.
- Harmonize actions of Transport Sector plans and strategies with regional and international strategies while promoting and protecting the country's transport sector resources;
- Research and analyze issues for transport and works plans so as to adopt the most optimal alternative.
- Determine investment priorities in the transport sector.
- Provide technical support on planning activities, departmental budgets preparations and the overall budget framework of the Ministry.
- Assist in the formulation of general development plans of the Ministry.
- Establish and maintain as appropriate system suitable for a data collection and update.

- Implementation of works and transport infrastructure plans programmes and projects monitored and evaluated.
- Comprehensive statistical data and information developed, maintained, analyzed and made available whenever necessary.

- Actions of Transport Sector plans and strategies harmonized with regional and international strategies.
- Issues for transport and works infrastructure and services plans researched on and analyzed; and the most optimal alternative adopted.

- Technical support provided to departments on planning, budgets preparations and the overall budget framework of the Ministry.
- An appropriate system suitable for a data collection and up-date established and maintained
(ii) Policy Analysis
Key Functions
- Develop appropriate policies for sustainable of transport and works infrastructure and services in accordance with the PEAP objectives,
- Develop strategies and guidelines pertaining to the development, promotion and enforcement of axle road control policies in collaboration with the Eat African Community and COMESA member states and other states.
- Develop policies,strategies and guidelines through regional cooperation for shared road resources through a holistic approach to road sub sector management,
- Carry out research n issues related to works and transport infrastructure before policy formulation.
- Initiate the formulation and implementation of the overall Ministry Policy in respect of rail,road,water and air transport and works infrastructure,
- Monitor and evaluate the success of policy implementation and give appropriate recommendations for corrections,
- Provide strategic advise to the Ministry managers on desirable policies that enable proper development
- Formulate,develop and monitor policy issues in line with other cross sectoral policy matters to ensure consistency,
- Monitor performance of the Ministry using Result Oriented Management(ROM),
- Keep an inventory of all policies formulated within the Ministry,
- Propose and recommend for policy reviews where necessary,
