Construction Standards & Quality Management Department

Department of Construction Standards and Quality Management is responsible for construction materials testing and research, reviewing engineering standards, providing technical support on construction and maintenance works; and carrying out site audits.
The Department is headed by a Commissioner; and comprised of the following Divisions and Unit:

  1. Material Testing and Research Division
  2. Quality Assurance Division
  3. Environmental Unit

Key functions:

  • Conduct technical and management audits on road and building construction maintenance project implemented by MDA's.
  • Audit and Monitor the implementation of the Ministry's Quality Management (Business Excellence) System in all Departments.
  • Development and review Engineering Standards, Manuals and Guidelines for the Ministry.
  • Integrate Environmental issues such as gender, HIV/AIDS, occupational Health, safety and disability concerns in the Ministry's plans, programmes and activities and monitoring compliance.
  • Test and research on construction materials and carry out quality control at construction sites to ensure compliance with specifications.
  • Carry out Geo-technical investigations to establish soil ground conditions at construction sites that will be used during the design and specification processes.
  • Carry out road pavement evaluation to determine pavement conditions relevant for planning and designing maintenance and remedial measures.
  • Carry out Structural evaluation on buildings to establish their structural residual integrity and functional performance.
  • Research on construction material aimed at promoting their usage by developing appropriate specification and guidelines; and
  • Coordinate residual and the development and strengthening of the National Construction Industry (NCI).

Key Outputs:

  • Technical and management audits on road and building construction, and maintenance projects implemented by MDAs constructed.
  • Implementation of the Ministry's Quality Management (Business Excellence) System in all Departments audited and monitored.
  • Engineering Standards, Manuals and Guidelines for the Ministry Developed and reviewed.
  • Environmental issues such as gender, HIV/AIDS, occupational Health, safety and disability concerns integrated in the Ministry`s plans and compliance of programmes and activates monitored.
  • Construction materials tested and researched on; and quality control at construction sites to ensure compliance with specifications carried out.
  • Road pavement evaluation carried out to determine pavement conditions relevant for planning and designing maintenance and remedial measures.
  • Geo-technical investigations to establish soil ground conditions at construction sites that will be used during the design and specification processes carried out;
  • Structural evaluation on buildings carried out to establish their structural residual integrity and functional performance.
  • Construction materials researched on to promote their usage by developing appropriate specifications and guidelines; and
  • Residual development and strengthening of National Construction Industry (NCI) coordinated.
