Department of Construction Standards and Quality Management is responsible for construction materials testing and research, reviewing engineering standards, providing technical support on construction and maintenance works; and carrying out site audits.
The Department is headed by a Commissioner; and comprised of the following Divisions and Unit:
- Material Testing and Research Division
- Quality Assurance Division
- Environmental Unit
Key functions:
- Conduct technical and management audits on road and building construction maintenance project implemented by MDA's.
- Audit and Monitor the implementation of the Ministry's Quality Management (Business Excellence) System in all Departments.
- Development and review Engineering Standards, Manuals and Guidelines for the Ministry.
- Integrate Environmental issues such as gender, HIV/AIDS, occupational Health, safety and disability concerns in the Ministry's plans, programmes and activities and monitoring compliance.
- Test and research on construction materials and carry out quality control at construction sites to ensure compliance with specifications.
- Carry out Geo-technical investigations to establish soil ground conditions at construction sites that will be used during the design and specification processes.
- Carry out road pavement evaluation to determine pavement conditions relevant for planning and designing maintenance and remedial measures.
- Carry out Structural evaluation on buildings to establish their structural residual integrity and functional performance.
- Research on construction material aimed at promoting their usage by developing appropriate specification and guidelines; and
- Coordinate residual and the development and strengthening of the National Construction Industry (NCI).
