Transport Regulation Department

This department will be responsible for initiating and developing policies, laws and regulations for management and regulation of all modes of transport services in the country. The Department handles all aspects of inspections and licensing of vehicles, water vessels and locomotives and is responsible for transport safety matters in accordance with the Traffic and Road Safety Act.

The Department is comprised of the following divisions:

  1. Air Transport Regulation Division.
  2. Road and Pipeline Transport Regulation Division; and
  3. Water and Rail Transport Regulation Division

Key Functions:

  • Investigate accidents and advise on mitigation measures for improvement.
  • Advise on effective enforcement of transport legislation and regulations.
  • Sensitize the public about safety and discipline in the transport industry (road, rail, water and air).
  • Inspect and license passenger vehicles in the country to ensure safety and equitable distribution of services in the country.
  • Formulate, initiate and review transport legislations to ensure provision of effective, efficient and safe transport services.
  • License and monitor the operations of drivers/inspectors training schools.
  • Regulate railway transport to ensure compliance with the environment and safety standards as stated in Concession Agreement.
  • Monitor the performance of Civil Aviation Authority (CAA), East African Civil Aviation Authority (EACAA), National Road Safety Council (NRSC) and Transport Licensing Board (TLB) so as to ensure compliance with the existing laws and regulations.
  • Negotiate and review Bilateral Air Service Agreements (BASA) on behalf of Aeronautical Authority.
  • Inspect inland water transport landing sites and vessels, airfields, road furniture and railway infrastructure; and
  • Monitor movement of heavy vehicles to ensure compliance with axle load regulations.
